幾個(gè)同行在后臺(tái)都聊起管網(wǎng)高水位運(yùn)行的問題,那么今天就聊一聊污水管網(wǎng)高水位運(yùn)行的問題。

 

污水管網(wǎng)為何總是會(huì)高水位運(yùn)行呢?

 

這個(gè)情況應(yīng)該很普遍,很多城市污水管網(wǎng)和農(nóng)村污水治理的污水管網(wǎng)都會(huì)存在高水位運(yùn)行的情況。

 

那么為什么會(huì)出現(xiàn)污水管網(wǎng)高水位運(yùn)行呢?有什么措施可以把水位降下來?

1、污水管網(wǎng)高水位運(yùn)行的表現(xiàn)

根據(jù)《給水排水設(shè)計(jì)手冊(cè)(第5冊(cè))城鎮(zhèn)排水》,污水管網(wǎng)都會(huì)有一個(gè)最大充滿度。

這個(gè)充滿度一般都不會(huì)>100%,意味著管道在使用過程中一般不會(huì)是滿管流。

污水管網(wǎng)高水位運(yùn)行是指污水管網(wǎng)內(nèi)的污水水面標(biāo)高高于管道頂部標(biāo)高的情況,這時(shí)污水管道的運(yùn)行水位高于設(shè)計(jì)充滿度且高于污水管道頂部。

正常情況下,打開一個(gè)檢查井可以看到進(jìn)出水管道的頂部,可以看到管道走向;而高水位運(yùn)行時(shí),打開檢查井一般看到的都是污水,看不到內(nèi)部的管道情況。(下圖左邊是高水位,右邊是疏通中)

2、污水管網(wǎng)高水位運(yùn)行的原因

(1)下游污水處理廠(或泵站)處理能力不足。由于后端污水處理廠處理能力不足,導(dǎo)致污水廠提升泵站的水位偏高,從而抬高了污水管網(wǎng)的整體水位。

(2)管道淤堵或管道存在缺陷,縮小了管道過流斷面。某一段污水管道(例如倒虹管段、過河管段等)出現(xiàn)了淤積(或存在缺陷),導(dǎo)致管道過流斷面變小,管道的輸水能力降低,導(dǎo)致上游污水管道的運(yùn)行水位升高。這時(shí)在異常管段前后測(cè)定管網(wǎng)水位,能看到水位突變。

(3)地表水倒灌,導(dǎo)致管網(wǎng)流量增大。很多沿河(或魚塘)的排口通過截流井的形式截污,為了防止河水(或魚塘)倒灌會(huì)在排口末端安裝拍門或鴨嘴閥,這類防倒灌設(shè)施若存在異物卡滯,則會(huì)造成地表水倒灌進(jìn)入污水管網(wǎng),造成管網(wǎng)內(nèi)流量增大,從而抬升污水管道運(yùn)行水位。這時(shí)可觀察運(yùn)行水位和地表水水位的變化關(guān)系,是否存在關(guān)聯(lián)性。

(4)管道設(shè)置過小。若某一段管道由于施工原因?qū)е鹿艿莱叽缧∮谠O(shè)計(jì)尺寸,則該管段的輸水能力降低,會(huì)使得上游水位升高。

(5)清水接入污水管道。這類情況多見于農(nóng)村污水治理工程,農(nóng)村某個(gè)排口有大量清水和一部分生活污水,治理過程中采用的是總口截流,所以所有山泉水都會(huì)進(jìn)入到污水管網(wǎng)中。而農(nóng)村污水治理工程末端設(shè)置的污水處理站點(diǎn)規(guī)模一般較小,導(dǎo)致來水量>污水治理站點(diǎn)規(guī)模,所以污水管網(wǎng)的水位會(huì)一直高,并且污水管道內(nèi)污水水質(zhì)很低。

3、污水管網(wǎng)的降水位措施

根據(jù)以上高水位運(yùn)行的成因,逐一采取相應(yīng)的措施解決相應(yīng)的問題,即可逐步解決污水管網(wǎng)高水位運(yùn)行的問題。

(1)后端污水處理廠擴(kuò)容。理論上,污水處理廠泵站最大限度抽水,是可以把管網(wǎng)高水位運(yùn)行問題解決的(除非有大量河水倒灌進(jìn)入管網(wǎng))。

(2)對(duì)污水管網(wǎng)進(jìn)行疏通、修復(fù)。污水管道恢復(fù)正常后,該段管網(wǎng)前后的污水管道運(yùn)行水位會(huì)趨于一致,即可解決高水位問題。

(3)對(duì)沿河(魚塘)的排口進(jìn)行排查整改。若由于河水(或魚塘水)倒灌,則對(duì)防倒灌裝置進(jìn)行維修、更換,使得無地表水進(jìn)入污水管道,高水位問題也會(huì)逐步解決。

(4)管道設(shè)置過小,可增大管道。污水管道增大后,輸水能力提升,高水位問題會(huì)得到緩解。

(5)雨污分流,降低清水進(jìn)入污水管道。針對(duì)農(nóng)村污水的山泉水進(jìn)入管道問題,可以逐步推行雨污分流,既可以解決污水管網(wǎng)高水位問題,又能提高污水處理站點(diǎn)的進(jìn)水濃度。

 

對(duì)于一個(gè)排水系統(tǒng),污水管網(wǎng)高水位運(yùn)行一般都是很多因素綜合后的結(jié)果,所以要解決污水管網(wǎng)高水位的問題,還是需要找準(zhǔn)原因,再對(duì)癥下藥,才能最終解決管網(wǎng)高水位的問題。


 

污水管水位超高的原因分析及處理方法 
一、污水管水位超高的原因分析
1.管道堵塞:污水管道內(nèi)長期積累的沉淀物和污物可能會(huì)導(dǎo)致管道堵塞,進(jìn)而導(dǎo)致污水管的水位上升。
2.暴雨天氣:在暴雨天氣下,由于降雨量大,下水道可能會(huì)受到過載,導(dǎo)致污水管線內(nèi)污水無法排放,從而引起水位升高。
3.設(shè)備故障:污水處理設(shè)備發(fā)生故障或損壞時(shí),也可能會(huì)導(dǎo)致污水管水位升高。例如,污水泵站的泵或控制系統(tǒng)故障,或者處理設(shè)備中的過濾器故障等。
二、污水管水位超高的處理方法
1.及時(shí)清理管道:首先需要對(duì)管道進(jìn)行清理,清除管道內(nèi)的堵塞物和污染物,以保證順暢的水流通暢。
2.控制水位:可以采取一定的措施降低污水位,如通過排污泵強(qiáng)制排放管道內(nèi)積水,或者阻擋進(jìn)入排水系統(tǒng)中的雨水。
3.污水處理設(shè)備維護(hù):設(shè)備故障時(shí),應(yīng)及時(shí)維護(hù)和修理。
4.加強(qiáng)排水管理:以及時(shí)清理化糞池、檢查管道狀況為重點(diǎn),增加排水系統(tǒng)容量,適時(shí)加強(qiáng)排水設(shè)施的建設(shè)和管理。
5.增加監(jiān)測(cè)裝置:可以安裝污水位監(jiān)測(cè)裝置,在水位超高時(shí)及時(shí)采取措施,以防止污水倒灌。

建了污水處理廠,建了管網(wǎng),實(shí)施了雨污分流,理論上生活污水處理已經(jīng)形成處理、收集的閉環(huán),原來的納污河理所當(dāng)然的從“黑臭水體”變成河清岸綠,魚翔淺底了吧?

不一定。

(一)

不知道大家有沒有注意,第二輪第四批中央生態(tài)環(huán)境保護(hù)督察發(fā)布的5批典型案例中,廣東省有2宗說到治水不力的問題,分別是粵西的茂名市和珠三角的中山市,清合也及時(shí)進(jìn)行了跟蹤和轉(zhuǎn)載,見中央環(huán)保督察廣東首個(gè)典型案例出爐,問題果然出在這兒和中山內(nèi)河涌污染問題突出,水質(zhì)畫面不忍直視。

按說粵東西北經(jīng)濟(jì)發(fā)展比較落后,沒錢萬萬不能的大投資治水,環(huán)境基礎(chǔ)設(shè)施不夠完善,被點(diǎn)名批評(píng)在于硬設(shè)施缺失,實(shí)屬無奈。

而中山地處珠三角,粵港澳大灣區(qū)的核心區(qū)域,生態(tài)環(huán)境保護(hù)意識(shí)不至于淡薄,治水的投入不至于少,設(shè)廠建管也投入大量人力物力?墒莾墒性诤佑克廴镜膯栴}上如出一轍,劣質(zhì)水體依然大量存在。

說明有錢不是萬能。

有讀者留言:中山市不是搞了幾年的雨污分流工程嗎?

搞了雨污分流就能徹底解決問題,就能河清岸綠,魚翔淺底?答案是:不一定。

到了這里可以引進(jìn)一個(gè)名詞,叫高水位運(yùn)行。

(二)

根據(jù)室外排水設(shè)計(jì)規(guī)范,常規(guī)污水管道充滿度為0.57-0.75。相當(dāng)于說,正常的管道,大約半管水流動(dòng)是最健康的。

但很多城市的污水處理系統(tǒng)卻經(jīng)常出現(xiàn),污水管道超過半管運(yùn)行,有一些甚至幾近滿管運(yùn)行。這就是我們說的高水位運(yùn)行。

要知道,管網(wǎng)高程走向以及收集規(guī)模都是有正規(guī)設(shè)計(jì)的。我們假設(shè)設(shè)計(jì)是合理的,出現(xiàn)高水位運(yùn)行,說明可能出現(xiàn)以下的問題:1.有可能地表水通過溢流口或截流井進(jìn)入;2.有可能管道出現(xiàn)漏點(diǎn),河湖水、地下水等外水進(jìn)入;3.末端泵站提升量(處理量)不足。

說得粗淺一點(diǎn),高水位運(yùn)行的管網(wǎng),就如已經(jīng)吃飽了撐著,只有吐出來的份,哪有吃進(jìn)去的量?又如占著茅坑不拉屎,里面的一動(dòng)不動(dòng),外面的人只有憋著了。

污水管被占滿了,上游的污水進(jìn)不了管道,極可能溢流入河,河道不臟才怪。

出現(xiàn)這種高水位運(yùn)行怎么辦?CCTV就能解決,即為管道檢測(cè),用于管道內(nèi)部狀況及排水管道健康檢測(cè)。

CCTV之后,根據(jù)機(jī)器人檢測(cè)到的問題,落實(shí)工程措施進(jìn)行整改是難度不高的事情。但卻有可能碰到一些極端情況,管道不是水位多高的問題,而是滿管滿管的運(yùn)行,甚至出現(xiàn)下游井口水位遠(yuǎn)高于管網(wǎng)高程的現(xiàn)象,到下游地區(qū)出現(xiàn)“井噴”的異象。

在水系發(fā)達(dá)和地下高水位的南方地區(qū),這種現(xiàn)象屢見不鮮。

(三)

我們?cè)賮砜催@種極端情況。

正常情況下,污水管網(wǎng)水位應(yīng)該是支管>次干管>主干管,污水水流方向應(yīng)該是支管→次干管→主干管→污水處理廠。

但是,現(xiàn)在卻有很多污水管網(wǎng)的運(yùn)行水位狀況呈現(xiàn)主干管>次干管>支管的情況,這是高水位運(yùn)行的另一種不利情況。

這種會(huì)引發(fā)最麻煩的事情,就是污水逆流。

截流并網(wǎng)工程采取慣例的末端截污方式,對(duì)合流管進(jìn)行截污,由于截流并網(wǎng)工程的實(shí)施,污水管、合流管和河道水系貫通在一起,污水管網(wǎng)運(yùn)行水位正常(較低)時(shí),合流管內(nèi)的旱季污水可以順利截流至污水系統(tǒng)。

當(dāng)污水管網(wǎng)運(yùn)行水位高于合流管底高程及河道水位時(shí),因?yàn)樗吞幜,將誘發(fā)“主干管→次干管→支管→截流管→合流管→河道”污水溢流入河事件,導(dǎo)致大量污水溢流入河,這也是水體雖然經(jīng)歷了多輪治理,但河道水質(zhì)并沒有得到改善甚至越治越差的根本原因之一。

(四)

污水處理廠、污水管網(wǎng)和源頭收集系統(tǒng)建立之后,如果發(fā)現(xiàn)進(jìn)水濃度不行、水量偏大,則多半會(huì)發(fā)生高水位運(yùn)行的情況。

究其原因,有可能是以下幾個(gè)方面。

一是污水處理廠的處理量不足。比如,某個(gè)地區(qū)有100萬人口,粗略按照每個(gè)人每天排水250升去計(jì)算,如果總污水處理量不足25萬噸,應(yīng)該可以判斷其污水處理量不足;蚴牵硞(gè)地區(qū)的自來水供應(yīng)量為30萬噸,按照0.85的污水排放系數(shù),則總規(guī)模小于25.5萬噸的污水處理廠,加上地下水滲透系數(shù),明顯為不足。

二是外水進(jìn)入。南方富水地區(qū),由于地勢(shì)低,地表水位高,截流井存在地表水倒灌風(fēng)險(xiǎn),導(dǎo)致河水倒灌,不僅降低污水處理廠進(jìn)廠濃度,還會(huì)增加“污水量”,擠占了污水空間,也會(huì)導(dǎo)致污水管網(wǎng)高水位運(yùn)行。

三是工程缺陷。污水管網(wǎng)的埋深都在2米以下,一旦有外水進(jìn)入,哪怕是一個(gè)小洞,在壓強(qiáng)、高差的推動(dòng)下,其水量不容忽視。

(五)

怎么判斷污水管網(wǎng)的問題?四步曲

一算處理量。處理量充不充足是前提。

二看污水處理廠的在線監(jiān)測(cè)數(shù)據(jù),如果COD、氨氮等指標(biāo)長期低下,比如COD總是在100上下波動(dòng),哪肯定是不正常的。

三看水量。指標(biāo)數(shù)據(jù)低,水量卻不少,肯定是外水滲透不少。

四看水位。高水位運(yùn)行也是很容易看到的指標(biāo),出現(xiàn)晴天溢流更會(huì)說明問題。

如果處理量沒問題而進(jìn)水水質(zhì)數(shù)據(jù)偏低,那肯定就是外水問題和工程缺陷問題。

怎么弄?出現(xiàn)基礎(chǔ)問題的還是要補(bǔ)短板為主,增規(guī)模建管道補(bǔ)空白實(shí)施雨污分流,出現(xiàn)工程性的問題的請(qǐng)出CCTV等手段,對(duì)工程查漏補(bǔ)缺,開展有效的擠外水工作。

(六)

污水處理廠一般控制COD250mg/L、氨氮25mg/L的設(shè)計(jì)要求,而剛建成管網(wǎng)的地區(qū)多數(shù)遠(yuǎn)遠(yuǎn)不能達(dá)到這個(gè)要求。

有一次,有一位北方來的專家說要求BOD達(dá)到150mg/L,我們只能淡然一笑---這跟要求語文考100分沒有兩樣!考就考唄,評(píng)就評(píng)啦。

對(duì)照《南粵水更清行動(dòng)計(jì)劃(修訂本)》(2017—2020年)“練江、小東江流域內(nèi)城鎮(zhèn)污水收集率于2020年底前達(dá)到95%以上,污水處理設(shè)施的COD、氨氮進(jìn)出水濃度差達(dá)到110mg/L和12mg/L以上”的要求,達(dá)到這樣的要求倒不是太難的事情,但距離十四五對(duì)我們提出的深入打好污染防治攻堅(jiān)戰(zhàn)的要求還有不少差距。

然而到了基層農(nóng)村尤其是廣大的粵東西北,污水治理宜接地氣,一步一個(gè)腳印,建而有用,建而能用,建了用上發(fā)揮效果,不能高大上急功近利。就如北極熊寫的文章農(nóng)村生活污水治理力求扎實(shí)、有效,不宜高大上急功近利。

結(jié)語

俗話說黑臭在水里,根源在岸上,關(guān)鍵是排口,核心在管網(wǎng)。

判斷管網(wǎng)的問題,只需觀察是否高水位運(yùn)行,就比較容易判斷出問題來。如果管網(wǎng)里的水位是充盈的而不是半管流動(dòng)的,別高興,可能有漏點(diǎn)——有外水進(jìn)入了;如果越末端水位越高,井口水位明顯高于管道高程,問題可能比較大了——污水溢流的情況分分鐘發(fā)生。判斷出問題,接下來就是消除隱患查漏補(bǔ)缺的事情了。

也由此可以說,高水位運(yùn)行是污水處理的痛點(diǎn)。同時(shí)也是隱患的表現(xiàn)點(diǎn),有如某人紅光滿面,卻可能是的血壓偏高……

【名詞解釋】什么是管道CCTV檢測(cè)?

1 項(xiàng)目概況

1.1 項(xiàng)目背景

2015年4月,國務(wù)院印發(fā)《水污染防治行動(dòng)計(jì)劃》,要求直轄市、省會(huì)城市、計(jì)劃單列市建成區(qū)要于2017年底前基本消除黑臭水體;到2020年,地級(jí)及以上城市建成區(qū)黑臭水體均控制在10%以內(nèi)。

2016年4月,為了實(shí)現(xiàn)《水污染防治行動(dòng)計(jì)劃》考核目標(biāo),海口市啟動(dòng)了轄區(qū)內(nèi)鴨尾溪等32個(gè)水體水環(huán)境治理工程,通過引用社會(huì)資本,采用PPP模式進(jìn)行建設(shè),并長效運(yùn)營15年,本公司承擔(dān)了鴨尾溪、白沙河、海甸溝等11個(gè)水體治理的勘察設(shè)計(jì)工作。

1.2 水系概況

鴨尾溪、白沙河、海甸溝均位于海甸島,鴨尾溪呈東西走向,西接海甸溝,底坡0.72‰,河長約2.3 km,河寬30~100 m,集水面積約2.32 km²;白沙河是鴨尾溪右岸支流,河長約1 km,平均河寬約30 m,集水面積約0.73 km²,屬于斷頭河道;海甸溝河寬15~20 m,底坡0.10‰,長3.2 km,集水面積3.21 km²,東起人民大道與鴨尾溪相連,西沿海甸五西路轉(zhuǎn)南入海甸溪。

鴨尾溪、白沙河、海甸溝等水體均屬于感潮河道,受潮汐影響,河口有擋潮閘,擋潮閘一般常開,僅在極高潮位或排澇時(shí)才關(guān)閉。根據(jù)海口站1974~2015年潮位資料統(tǒng)計(jì),多年平均潮位0.73 m(85高程m,下同),多年平均最高潮位為2.14 m,多年平均最低潮位為-0.68 m。海甸島內(nèi)自然水系見圖1。

1.3 城市排水系統(tǒng)概況

?谑袑儆跒I海城市,地勢(shì)南高北低,城區(qū)分成3個(gè)各自獨(dú)立的排水區(qū)域,分別是中心組團(tuán)(118.37 km²)、長流組團(tuán)以及江東組團(tuán),污水分別排入白沙門污水處理廠(50萬m3/d)、長流污水處理廠和江東污水處理廠處理。

主城區(qū)的污廢水經(jīng)海甸泵站提升后排入海甸島,新埠島內(nèi)的污廢水經(jīng)新埠島泵站提升后排入海甸島,污水處理廠尾水經(jīng)深海排放管排入瓊州海峽,污水處理廠未設(shè)置超越管。海口市中心組團(tuán)污水系統(tǒng)示意圖見圖2。

1.4 海甸島截污工程概況

20世紀(jì)90年代,在海甸島開發(fā)建設(shè)過程中,按雨污分流的排水體制,沿市政道路建設(shè)了雨水管和污水管,污水收集后排入位于海甸島北部的污水處理廠集中處理。2010年以來,為了進(jìn)一步完善海甸島污水管網(wǎng),?谑邢群蠼M織實(shí)施了《鴨尾溪~白沙河污水截流并網(wǎng)工程》《海甸島白沙河水體整治(一期)河道明渠工程》《海甸溝污水截流工程》《海達(dá)路萬恒路污水截流工程》。

經(jīng)查閱相關(guān)資料,鴨尾溪~白沙河~海甸溝沿岸有20處截流式截污工程,其中鴨尾溪7處,白沙河5處,海甸溝8處,均采用末端截流的方式,在入河排污口末端設(shè)置槽式截流井或堰式截流井,將旱季污水及小雨徑流就近截入附近污水管網(wǎng),當(dāng)降雨規(guī)模增大超過截流管過流能力時(shí),雨污水經(jīng)截流井溢流管排入河道。截流井溢流口設(shè)置了拍門或鴨嘴閥等防倒灌設(shè)施,但拍門及鴨嘴閥存在老化破損現(xiàn)象,也有垃圾掛扯及海洋生物繁殖的現(xiàn)象,防倒灌效果不佳。詳見圖3。

2 排水系統(tǒng)存在問題及原因分析

2.1 污水管網(wǎng)運(yùn)行水位

為了查明現(xiàn)狀截污工程未能發(fā)揮應(yīng)有的截污效果的原因,2016年7月22日~8月15日夜間(22:00~24:00),對(duì)海甸島內(nèi)河道沿岸的污水主干管、污水次干管、污水支管運(yùn)行水位進(jìn)行了觀測(cè)。水位觀測(cè)結(jié)果見表1。

根據(jù)《室外排水設(shè)計(jì)規(guī)范》(GB 50014—2006,2016年版),重力流污水管道最大充滿度0.55~0.75。由表1可知,海甸島內(nèi)市政污水管運(yùn)行水位觀測(cè)結(jié)果顯示,污水管網(wǎng)運(yùn)行水位波動(dòng)明顯,同期污水管水位變幅達(dá)1.75~1.90 m,污水管全部滿管運(yùn)行,部分時(shí)段管網(wǎng)水位在管頂1.5 m以上,污水管運(yùn)行水位嚴(yán)重超高,處于嚴(yán)重不正常狀態(tài)。在觀測(cè)的9 d中,有6 d管網(wǎng)運(yùn)行水位高于河道沿岸合流管底高程和河道水位,導(dǎo)致污水溢流入河,污水溢流概率為67%。

正常情況下,污水管網(wǎng)水位應(yīng)該是支管>次干管>主干管,污水水流方向應(yīng)該是支管→次干管→主干管→污水處理廠。由表1可知,污水管網(wǎng)水位部分時(shí)段卻呈現(xiàn)主干管<次干管<支管的情況,存在污水逆流的現(xiàn)象,隨著污水管網(wǎng)水位升高,水位差越明顯。

2.2 污水管網(wǎng)水位高位運(yùn)行的后果

過往截流并網(wǎng)工程采取常規(guī)的末端截污方式,對(duì)合流管進(jìn)行截污,由于截流并網(wǎng)工程的實(shí)施,污水管、合流管和河道水系貫通在一起,在污水管網(wǎng)運(yùn)行水位正常(較低)時(shí),合流管內(nèi)的旱季污水可以順利截流至污水系統(tǒng);當(dāng)污水管網(wǎng)運(yùn)行水位高于合流管底高程及河道水位時(shí),因?yàn)樗吞幜,將誘發(fā)“主干管→次干管→支管→截流管→合流管→河道”的污水溢流入河事件,導(dǎo)致大量污水溢流入河,這也是水體雖然經(jīng)歷了多輪治理,但河道水質(zhì)并沒有得到改善甚至越治越差的根本原因之一。

2.3 污水管網(wǎng)水位高位運(yùn)行的原因分析

2.3.1 污水水質(zhì)

?趯儆跒I海城市,地勢(shì)較低,地下水水位較高,存在地下水及地表水倒灌問題,地下水及地表水倒灌將導(dǎo)致污水濃度降低,白沙門污水處理廠近年來實(shí)測(cè)進(jìn)水水質(zhì)見表2。由表2可知,污水處理廠進(jìn)水污染物濃度變幅較大,最高值是最低值的3~4倍。項(xiàng)目開展過程中,對(duì)污水管網(wǎng)內(nèi)的鹽度數(shù)據(jù)進(jìn)行了監(jiān)測(cè),主城區(qū)美舍河沿岸污水管內(nèi)鹽度約2.6‰,海甸泵站出水管鹽度約1.0‰,市政污水鹽度一般在0.2‰~0.6‰,鹽度數(shù)據(jù)也印證了主城區(qū)污水管網(wǎng)存在地表水倒灌問題,地表水倒灌不僅導(dǎo)致污水濃度降低,還導(dǎo)致“污水量”增加。

2.3.2 污水管網(wǎng)水位高位運(yùn)行原因分析

因?yàn)橹鞒菂^(qū)污水系統(tǒng)地表水倒灌,大量地表水倒灌排入污水系統(tǒng),導(dǎo)致海甸泵站前池水位超過設(shè)計(jì)高程,泵站揚(yáng)程降低,泵站出水量增加,而污水處理廠未設(shè)置超越管,當(dāng)污水量>污水處理能力時(shí),污水處理廠所在的海甸島內(nèi)污水管網(wǎng)運(yùn)行水位將被憋高;當(dāng)污水量<污水處理能力時(shí),污水管網(wǎng)運(yùn)行水位將逐步降低。

3 控源截污方案

城市黑臭水體整治遵循“截污-治水-生態(tài)恢復(fù)”的總體思路,從源頭控制污水向城市水體排放是黑臭水體整治最有效的工程措施,也是其他技術(shù)措施的前提。為了提高黑臭水體控源截污效果,相關(guān)專家學(xué)者進(jìn)行了大量的研究,分享了很多寶貴的經(jīng)驗(yàn)。

本項(xiàng)目市政污水管網(wǎng)運(yùn)行水位高位運(yùn)行是系統(tǒng)性問題,政府層面正在從全市層面統(tǒng)籌考慮污水處理能力擴(kuò)容和雨污分流等措施,相關(guān)措施落實(shí)需要較長的時(shí)間,污水管網(wǎng)運(yùn)行水位高位運(yùn)行的情況在短期內(nèi)難以得到有效解決。污水管網(wǎng)高水位運(yùn)行是有別于相關(guān)專家學(xué)者遇到的新情況,如何在污水管網(wǎng)高水位運(yùn)行的客觀條件下,實(shí)現(xiàn)污水有效截污納管,是本項(xiàng)目控源截污面臨的棘手問題。

為此,本項(xiàng)目啟動(dòng)后,花了大量的精力開展雨污水管網(wǎng)排查工作,通過對(duì)片區(qū)雨污水管網(wǎng)進(jìn)行反復(fù)摸查,查明了排水系統(tǒng)拓?fù)潢P(guān)系、污水來源、管網(wǎng)運(yùn)行水位、結(jié)構(gòu)性缺陷、功能性缺陷等重要信息。在此基礎(chǔ)上,針對(duì)性地采取了4種控源截污方案,有效解決了本項(xiàng)目控源截污難題。

3.1 污染源整改方案

根據(jù)管網(wǎng)排查成果,海甸島的排水體制基本為雨污分流區(qū),片區(qū)內(nèi)雨污水管網(wǎng)較為完善,但錯(cuò)接混接的現(xiàn)象較為突出。

部分排污口上游基本為雨污分流區(qū)域,僅存在少量幾個(gè)雨污水管錯(cuò)接混接形成的污染源,導(dǎo)致污水經(jīng)雨水管排入河道。針對(duì)此類排污口,因?yàn)槲鬯畞碓春?jiǎn)單,按雨污分流的原則,實(shí)施污染源整改,將錯(cuò)接混接的污水改接入污水管道,將片區(qū)恢復(fù)為雨污分流排水區(qū)域,杜絕污水溢流入河問題,詳見圖4。

3.2 防倒灌設(shè)施改造方案

根據(jù)管網(wǎng)排查成果,部分排污口集水范圍涉及雨污合流的城中村,或者上游污水來源復(fù)雜,通過污染源整改實(shí)現(xiàn)雨污分流,實(shí)施難度較大,周期較長,維持雨污合流排水體制不變。過往實(shí)施的截流并網(wǎng)工程,普遍采用拍門或鴨嘴閥等防倒灌設(shè)施,防止河水倒灌。因?yàn)榕拈T或鴨嘴閥等設(shè)施僅能基本解決河水倒灌的問題,不能防止因污水管網(wǎng)水位高位運(yùn)行而發(fā)生的污水溢流入河問題。

此類排污口,實(shí)施雨污分流難度大,為了實(shí)現(xiàn)有效截污,將現(xiàn)狀拍門或鴨嘴閥等防倒灌設(shè)施改造為雙向止水的平板閘門(見圖5),日常關(guān)閉閘門,雨天開啟閘門泄洪,防止路面積水,保障區(qū)域水安全。平板閘門具備雙向擋水功能,即使污水管內(nèi)水位高位運(yùn)行,也不會(huì)發(fā)生污水溢流的問題。平板閘門具有結(jié)構(gòu)簡(jiǎn)單,投資省的優(yōu)點(diǎn),不過也存在后期維護(hù)管理工作量較大的缺點(diǎn)。本項(xiàng)目按PPP模式建設(shè),企業(yè)需長效運(yùn)行15年,雖然平板閘門管理工作量略大,但企業(yè)有人力、物力和動(dòng)力把閘門用好管好,確保河道水質(zhì)長效穩(wěn)定達(dá)標(biāo)。

3.3 泵站主動(dòng)降水位方案

防倒灌設(shè)施改造可以避免旱季污水溢流入河,但合流管內(nèi)也將攢存數(shù)量較多的污水,雨季開閘泄洪過程中,大量雨污水排入河道,對(duì)河道水環(huán)境影響較大,雨天返黑現(xiàn)象較為嚴(yán)重,而且平板閘門后期維護(hù)管理工作量也較大。在條件合適的片區(qū),可以考慮在次干管接入干管位置,“熔斷”次干管與主干管的重力聯(lián)系,杜絕污水主干管水位高位運(yùn)行對(duì)片區(qū)污水管網(wǎng)運(yùn)行水位的影響,并建設(shè)污水提升泵站,將片區(qū)內(nèi)的污水提升后排入市政污水主干管,主動(dòng)降低泵站服務(wù)范圍內(nèi)的污水管網(wǎng)水位,將泵站服務(wù)范圍內(nèi)污水管網(wǎng)運(yùn)行水位恢復(fù)到正常水平,實(shí)現(xiàn)現(xiàn)況截流并網(wǎng)工程的預(yù)期截污效果,防止旱季污水溢流入河,并減少雨季入河污染物量,減輕雨天返黑現(xiàn)象,見圖6。

針對(duì)泵站主動(dòng)降水位方案,可能會(huì)讓人誤以為地下水被抽排進(jìn)入污水管網(wǎng),增加“污水量”,其實(shí)泵站主動(dòng)降水位的方案只是將原本水位高位運(yùn)行的污水管網(wǎng)恢復(fù)到正常水平,一般污水管網(wǎng)設(shè)計(jì)過程中,均考慮了地下水的滲入問題,運(yùn)行水位恢復(fù)到正常水平并不會(huì)額外增加地下水入滲量。相反,通過泵站主動(dòng)降低污水管網(wǎng)水位,使服務(wù)范圍內(nèi)的污水管網(wǎng)水位恢復(fù)正常,為發(fā)現(xiàn)并修復(fù)污水管道的功能性缺陷和結(jié)構(gòu)性缺陷創(chuàng)造了條件。

當(dāng)泵站服務(wù)范圍涉及的雨污合流排污口數(shù)量越多時(shí),價(jià)值越大。同時(shí),考慮到黑臭水體一般位于土地開發(fā)利用強(qiáng)度較大的城市區(qū)域,可采用自動(dòng)化程度較高的地埋式一體化泵站,減少占地,降低泵站對(duì)周邊環(huán)境的不利影響。

3.4 新增污水處理能力主動(dòng)降水位方案

前述污染源整改、防倒灌設(shè)施改造、泵站主動(dòng)降水位等方案,只能防止旱季污水不入河,并未增加污水處理能力,無助于緩解市政污水管網(wǎng)運(yùn)行水位高位運(yùn)行的現(xiàn)象,甚至?xí)驗(yàn)槲鬯缌魅牒拥耐ǖ辣?ldquo;熔斷”,導(dǎo)致污水管網(wǎng)運(yùn)行水位有一定程度的升高。

在用地條件允許的排污口,也可以在實(shí)施“熔斷”方案切斷市政污水溢流入河通道的基礎(chǔ)上,自建截污管道及污水處理站,對(duì)收集的污水進(jìn)行集中處理,增加污水處理能力,減少排入市政污水管網(wǎng)的污水量,緩解市政污水管網(wǎng)水位高位運(yùn)行壓力。不過自建污水處理站需占用土地資源,又因?yàn)榇祟愇鬯幚碚疽话闳狈σ?guī)劃依據(jù),選址應(yīng)慎重,盡量遠(yuǎn)離居民區(qū),并采取有效措施,妥善處理污水處理過程中產(chǎn)生的異味、噪聲,避免對(duì)周邊居民生產(chǎn)生活的影響,否則也可能會(huì)因?yàn)檫x址不當(dāng)或污水處理過程的不利環(huán)境影響,引發(fā)輿情風(fēng)險(xiǎn)。

4 實(shí)施效果

根據(jù)排污口特性及土地資源情況,通過采取前述4種控源截污方案,有效解決了本項(xiàng)目截污工程面臨的難題,實(shí)現(xiàn)了有效截污的目標(biāo),旱季基本無污水直排入河。2017年10月,控源截污工程建成并投入使用,在輔以內(nèi)源治理、活水和生態(tài)修復(fù)等其他措施后,河道水環(huán)境質(zhì)量有了根本性的改善,除工程試運(yùn)行調(diào)試期及污水處理廠設(shè)備檢修期間,因?yàn)槲鬯牒訉?dǎo)致不達(dá)標(biāo)外,其余時(shí)間河道水質(zhì)達(dá)到《地表水環(huán)境質(zhì)量標(biāo)準(zhǔn)》(GB 3838—2002)Ⅲ~Ⅴ類標(biāo)準(zhǔn),透明度超過120 cm(或清澈見底),“臭水溝”蝶變“美麗河”,河道水質(zhì)變化趨勢(shì)詳見表3(數(shù)據(jù)摘自?谑猩鷳B(tài)環(huán)境保護(hù)局網(wǎng)站)。

2018年11月8日,鴨尾溪水環(huán)境綜合治理工程因?yàn)橹卫硭悸房茖W(xué),治理效果顯著,被生態(tài)環(huán)境部官方微信公眾號(hào)點(diǎn)贊,并向全國進(jìn)行推介。2019年1月16日,中央電視臺(tái)焦點(diǎn)訪談欄目對(duì)鴨尾溪的治水工作進(jìn)行了專題報(bào)道。

5 結(jié)語

黑臭在水里,根源在岸上,關(guān)鍵在排口,核心在管網(wǎng)。控源截污是治理黑臭水體的核心措施,只有實(shí)現(xiàn)有效控源截污,才能確保治理效果長期穩(wěn)定。通過扎實(shí)的管網(wǎng)排查工作,查明排水系統(tǒng)拓?fù)潢P(guān)系、污水來源、管網(wǎng)運(yùn)行水位、結(jié)構(gòu)性缺陷、功能性缺陷等重要信息,掌握雨污水管網(wǎng)的現(xiàn)狀底數(shù),有助于制定針對(duì)性的控源截污方案,確保控源截污方案合理可靠?卦唇匚鄯桨覆缓侠,將可能適得其反,導(dǎo)致入河污水量越截越多,河道水質(zhì)越治越差,直接影響黑臭水體的治理效果。

 2024年我國污泥處理處置市場(chǎng)規(guī)模將超過900億元。這一增長主要受到環(huán)境保護(hù)政策的推動(dòng)和人們對(duì)環(huán)境問題的日益關(guān)注所驅(qū)動(dòng)。隨著環(huán)境意識(shí)的提高和污泥處理技術(shù)的進(jìn)步,對(duì)污泥處理處置市場(chǎng)的需求將繼續(xù)增長。

此外,根據(jù)其他數(shù)據(jù),如2022年全國城市干污泥產(chǎn)生量為1300萬噸,同比增長2.2%;處置量為1276萬噸,同比增長2.5%,也顯示出污泥處理處置市場(chǎng)的活躍度和增長潛力。同時(shí),我國污水處理行業(yè)市場(chǎng)規(guī)模也在逐年上漲,這也為污泥處理處置市場(chǎng)提供了更廣闊的空間。

因此,綜合來看,2024年我國污泥處理處置市場(chǎng)規(guī)模超過900億元是合理的預(yù)測(cè)。
